To cop e wit h t he p roblem , a new solution i s p ropo sed . Fir st ly , t he aut hor s mo del t he op timal rat e allocation p roblem a s a nonlinear op timizatio n p roblem by app lyin g queueing t heory , and derive t he op timal rat e allocation for mula t hat co mp ut e s t he op timal solution . Then , a new op timal rat e allocation algorit hm ( O RAA ) ba sed on t he for mula i s p ropo sed . The O RAA algorit hm can p ro duce t he op timal solution and t he op timalit y of it s solution i s p roved .
