摘要 摘要 我国社会医疗保险基金要以“社会统筹与个人账户相结合”的模式并遵照 “以 收定支、收支平衡、略有结余”的原则来筹集和使用。否则，社会医疗保险制度就 失去了经济上的保证从而无法维持.随着社会与经济的发展，越来越多的风险因 素会给社会医疗保险基金带来出险的可能。其中，定点医院存在的风险会造成医 疗费用非常难以控制，医疗保险基金收支不平衡，阻碍了医疗保险制度的改革。 本文以定点医院的风险为主要研究对象，探讨了对定点医院进行风险评价的 新方法，运用Logistic模型和模糊评价模型设计了综合风险评价指标体系，使用定 量与定性相结合的评价指标评价了地区定点医院的风险等级，在研究角度和方法 上为我国社会医疗保险事业的研究与发展提供了一定的参考。 首先，本文剖析了地区医疗资源的分布状况，并根据定量的分析提出了解决 该地区医疗资源分布不合理现状的方法。其次，从博弈论的角度和方法出发，设 计了合理的定点医院博弈控制模型，对定点医院的风险进行很好的控制。再次， 设计了地区定点医院风险评价指标体系，建立了Logistic评价模型和模糊评价模 型，得到风险评价的结果。最后，再次利用模糊评价方法，综合上述两种评价方 法，设计出定量与定性指标相结合的风险评价指标体系，综合评价了地区定点医 院的风险等级。 关键词:定点医院 风险评价 指标体系 社会医疗保险 基金 Abstract Abstract Oursocialmedicalinsurancefundshouldberanwiththepatternofcombinationthe socialraisingandthepersonalaccountsandtheprincipleofpayingbasesonraising, keepingthebalancebetweenpayingandraising,havingabitofsurplus.Otherwise,wemay losetheeconomicguaranteeofthesocialmedicalinsurancesystermandcantkeepthesocial medicalinsurancesystemrunningefficiently.Withthedevelopmentofthesocieytandthe economy,moreandmoreriskfactorswillbringriskstothesocialmedicalinsurancefund.
