In this paper the regional vehicle-to-grid operation mode is researched; a regional technical management mode for EV and a market operation mode for EV are constructed; and an optimal planning for grid-connected scale of EV is put forward. According to existing power network 0 structure an intelligent charaging method is proposed, and through a simulation example, a comparative research on the scale of grid-connected EV is performed for three cases: the blind charging, namely the charaging following ones inclinations, the charging response to TOU pricing and intelligent
