Then, 3 factors including the sk ill of large-scalemechanism operational staf,f the devicem anagement level and the organization efficiency are found to have forw arding influence to the techn ical efficiency, and the influence of the organization efficiency is the b iggest. From the view of the port. s development, the organ ization management should be strengthened, the unproductively stop- p ing tmi e of sh ips shou ld be reduced and the skill of staff and device management level should be mi - proved.
