我国高校新校区建设筹融资渠道的研究 汪蕾，历史与社会学院 摘 要：受到高校扩招政策的影响，各高校都面临着原有校区及设备不能满足现实情况的需求。为此，筹建新校区成为目前解决教学设施不足的最有效的办法。而在高校新校区建设中，需要大量资金，因此，如何有效地筹集资金成为高校在建设新校区中最重要的问题之一。为很好解决这一问题，各高校对筹融资渠道的研究十分重视，也有不少学者在此问题上进行深入研究，主要是通过对传统筹融资渠道的分析，找到其优势和不足，同时根据建立筹融资渠道的原则，在原有基础上发展新的渠道。所创新的渠道，是依据现实情况，结合传统渠道的优势，再吸收目前其他国内外高校成功筹集资金的相关经验，由此建立的新筹资渠道可以保证高校能够获得需要的资金，也能够促进高校的健康稳定发展。 关键词：筹融资渠道；消极影响；改进原则;创新 The Risk Analysis and Precaution Measures for Running Universities in Debt Wang Lei, History and Society College Abstract: Under the influence of college enrollment expansion policy, universities are faced with the original campus and equipment cannot meet the needs of the reality. Therefore, constructing the new campus becomes the most efficient way of meeting the needs of teaching facilities. In the new campus construction, they need lots of money. So How to effectively raise money in the construction of new campus of university is one of the most important issues. For solve this problem well, various universities pay more attention to analyze the running universities in debt, and there are many scholars in this issue have been studied. Mainly through the analysis of traditional running universities in debt, and finding out the advantages and disadvantages, and according to the principle of running universities, develop the new running universities in debt based on the traditional. The innovative measures which relying on the reality, combining with traditional measures advantages, and absorbing other current universities success at home and abroad to raise money from the related experience can guarantee to gain access to college, also can promote funds the healthy and stable development of the universities. Key words：Improvement principle; Innovation 一、引言 自1999年国家实施高等教育扩招政策以来，各高校师生资源不断扩大，而原有老校区以不能满足现实状况。为满足日益增长的师生需求，高校开始建立新校区。而在新校区建设中资金问题是制约学校发展的重要因素。因此，对高校筹融资渠道的研究极为重要，目前有不少学者在研究高校在新校区建设中的筹资及融资模式，他们通过对传统筹融资模式优缺点的探讨，提出拓展模式的原则，并在传统模式上创新，建立新的模式渠道等方面得出不少成果。 二、我国高校新校区建设的传统筹资渠道 当前，我国各高校在新校区建设筹集资金的众多渠道中，主要以财政拨
