摘要 可持续发展是现代社会发展的必然方向，在目前形势下走可持续发展道路是 各国政府处理经济、社会、生态三者关系的唯一有效途径。传统的政府理念之下， 夸大了经济利益和经济发展，由此引发了人与自然之间的失衡，引发人与人之间 利益的冲突，其重要原因就在于传统的政府缺失了相关的生态责任。鉴于可持续 发展是一项具有宏观、全局、综合、复杂的一项任务，在很长一段时间内需要政 府作为指导、规划可持续发展的主体。现代政府是一个责任政府，在可持续发展 观的指导下，现代政府的职能需要重新定位，除政治责任、道德责任、法律责任 和行政责任外，生态责任应被视为重要责任。本文就着重探讨了可持续发展视角 下的政府生态责任。 本文从论证可持续发展视角下现代政府作为生态责任主体的必要性和可行 性出发，进一步归纳出现代政府应该承担的生态责任，然后重点分析我国政府生 态责任缺失的表现、原因以及负面影响，并力求通过对相关路径的探索逐步完善 我国政府的生态责任。 在生态问题日趋严重的今天，积极倡导可持续发展，积极承担生态责任已经 成为现代政府新的职责和任务。如何处理好生态与经济、生态与社会之间的关系 是我国政府现在面临的主要问题，在可持续视角下明确政府生态责任，完善政府 生态责任体系是处理好这些问题和关系的前提和保障。 关键词 可持续发展 生态 政府生态责任 I Abstract Sustainable development is the essential direction in the development of modern society, and the only effective way governments deal with the relations between the environment, economics, and society .Under the concept of traditional government, we exaggerated the economic benefits and economic development, which led to imbalance between humans and nature, triggering interest conflicts among people. All that is due to the loss of the relevant ecological responsibility of traditional government .For sustainable development is a macro, global, integrated and complex task, it, in a very long time, should be regarded as the guideline when the government makes their plans of development. Modern government is a responsible government. Under the guidance of concept of sustainable development, the functions of modern government need to be relocated.
