社会团体论文：社会团体内部治理机制研究 【中文摘要】伴随着改革开放的进程,我国的社会团体经历了一个不断创新、不断发展的进程,成为我国社会主义现代化建设的重要力量,在社会经济发展、文化政治领域、推进民主进程、国际交流合作领域中发挥着重要作用。目前,我国的社会团体以每年10%-15%的速度递增,截止2009年底,在全国各类民政部门登记注册的社会团体总量23.5万个,占非营利组织总量的55%。但与世界各国相比,其发展仍显滞后：数量偏少、质量较低、活力不强、作用发挥有限。如何完善社会团体的内部治理机制,更好地发挥我国社团组织的作用,对于我国实现和谐社会的目标具有重要的理论意义和实践意义。本文首先解析了社会团体、非营利组织、内部治理机制等相关概念,介绍了目前我国社会团体内部治理机制的架构,对社会团体内部治理机制存在的现实问题和困境进行了阐述,并解析了产生这些问题的原因。随后,介绍了现代发达国家非营利组织治理的主要模式,通过对国外非营利组织治理机制的比较和借鉴,汲取对改进我国社会团体内部运行机制有效的做法和启示。通过以上分析,得出完善社会团体内部治理机制的几点建议,主要是：理顺政府与社会团体的关系,实现政社分开；规范会员代表、理事、监事的产生方式；加强社团的联络、协调、服务职能,提升社团服务会员的方式,扩大社团的会员基础；制定《社会团体法》；加快人力资源开发；完善社会团体内部运行机制；实施政府购买项目牵动战略。 【英文摘要】With the process of reform and opening-up,China’s social association has experienced a course of consistant innovation and development. China’s social association has become a significant power of national socialist modernization construction,and has played an important role in the social economic development,domain of culture and politics,boosting democratic process,interrnational communication and cooperation.At present,China抯 social association is on the increase of 10 to 15 percent every year.Till the end of 2009,the amount of social association registered in all kinds of countrywide civil adminiatrations is 235 thousand,which account for 55% of the total amount of non-profit organization. However,comparing with other countries all over the world,the development of China抯 social association lags behind-less quantity, lower quality,lack of vigor,limited wielding function.
