基于自组织理论京津冀产业协同发展政策研究-毕业论文.doc

内容摘要 北京市、天津市和河北省由于空间关系、经济地理位置的特殊性，以及两市一省间 在经济、社会、文化、民俗等方面的内在联系，客观上形成了一个人缘、地缘和业缘关 系密切的经济统一体，在我国经济发展中具有举足轻重的作用。然而，作为北方的经济 中心，京津冀地区的经济发展还远没有达到应有的水平。特别是近些年来，与以上海为 中心的长江三角洲经济圈和以广州、深圳为中心的珠江三角洲经济圈相比，差距正在逐 渐加大。随着经济全球化进程的加快、我国经济发展正在逐步适应 WTO 的各项规则、区 域经济竞争日益加剧等因素的影响，哪个地区最先打破区域壁垒，实现区域经济一体化， 哪个地区的经济就会聚集更多的经济资源，获得更快发展。在这种情况下，京津冀各级 政府能够操作的应当是通过促进产业协同发展，来推动本地区经济一体化的进程。 本文以自组织理论为指导，结合政策科学、公共政策分析、协同学、产业经济学 和区域经济学的相关理论，从四个方面对京津冀产业协同发展及其政策制定进行了论 述。文章首先探究了经济系统中产业协同发展的理论依据；其次，以自组织理论为指导， 对产业协同发展及其政策的涵义、特点、制定原则及政策手段等问题，进行了较为详尽 的探讨；再次，将理论运用于实践，对京津冀地区产业协同发展的条件、动力及存在的 问题进行了探讨；最后，在研究分析京津冀产业协同发展的模式及其实现途径基础上， 提出了促进京津冀产业协同发展的政策建议。 关键词：自组织；竞争；合作；产业协同发展；产业协同发展政策 IV Abstract Beijing, Tianjin and Hebei Province as a result of the spatial relations, the economic geography position particularity, as well as in aspect of the inner link of economy, society, culture, folk custom and so on, have formed a personal connection, has very important function in our countrys economic development. However, as the economic center of the North, the economic development of the area of Beijing, Tianjin and Hebei has not still reached the due level far. The area whose economy will get faster development if it breaks the regional barrier and realize the integration of regional economics at first, because of the quickening of the economic globalization process, the economic development of our country is meeting every rule of WTO progressively, the regional economic competition is aggravated day by day and so on. In this kind of situation, the governments at all levels of Beijing, Tianjin and Hebei should pass the industry of promoting in coordination with development, to promote the development of a regional economy. This article regards organizing the theory of the Self-Organization, combines some relevant theories of Policy Sciences, Public Policy Analysis, Synergetics and so on.
