摘  要  本文主要以公平与效率的基本理论为理论基础，以中低收入群体为研究载 体，以他们的住房保障为研究对象，首先从理论的角度分析了公平与效率的基本 涵义和本文中公平与效率的基本界定以及住房保障的基本概念，就住房保障制度 与公平和效率的关系进行了研究；其次对国外住房保障制度进行了实证研究，分 析了美国和德国的住房保障实践，对外国住房社会保障的主要形式进行了比较研 究；然后从回顾我国住房制度改革出发，基于我国城市中低收入居民住宅消费的 现状和水平，具体分析了我国现行住房保障制度的发展现状及其有失公平与效率 的地方，包括廉租房制度、经济适用房政策和住房公积金；再次对建立和完善我 国 住宅保障问题做出了原则上分析和体系上的探讨，分析了建立和完善住房保 障制度的必要性和制约因素以及应该遵守的原则；最后提出了我国住房保障制度 的目标模式，并在制度层面上就廉租房制度、经济适用房政策、住房公积金制度 完善提出了自己的政策建议，为我国城市住房保障问题的解决献计献策。 关键词：公平与效率； 中低收入群体； 住房保障 I Abstract This article mainly grounds on the basic theory of fairness and efficiency with middle low income group as the researching carrier and their housing security as researching object. Firstly, it theoretically analyzes the basic meaning of fairness and efficiency and gives a definition to them and housing security, also with study of the relationship between fairness and efficiency of housing security system. Secondly, an empirical analysis is made on foreign housing security system with the analysis of practice of housing security in USA and Germany, then a comparison is drawn among main forms of foreign housing security .Thirdly, starting at reviewing the reform of housing security system in our country, based on status quo and level of the housing consumption of domestic city middle low income residents, this article specifically analyses the status quo of developing our existing housing security system and where the fairness and efficiency is out of place, including the system of cheap renting house, the policy of economic and functional houses and housing accumulation fund. Fourthly, it probes into the principles and system for establishing and improving our housing security， then analyzes the necessity, restricting factors and observed principles for establishing and improving housing security system. Finally, target models of our housing security system are putted forward and suggestions for improving the system of cheap renting house, the policy of economic and functional houses and housing accumul
