上海交通大学 MPA 学位论文  我国经济技术开发区应用公共服务外包的模式研究  我国经济技术开发区应用公共服务外包的模式研究 摘 要 公共服务外包是指公共部门采用委托的方式，选择外部组织作为 公共服务的提供者，利用其人力、物力、技术等力量，实现节约成本、 提高效率的目的。目前在世界范围内许多国家都开展了公共服务外包 的实践，对于公共服务外包的研究已经成为西方学术界的热点。我国 学界对公共服务外包有了一定的研究，但是尚未深入，对于经济技术 开发区这一特殊的行政区域应用公共服务外包的研究更为鲜见。 我国经济技术开发区产生于改革开放时期，是我国经济发展的示 范区和体制创新的试验田，但随着改革发展的深入和国内外形势的变 迁，其体制模式的一些弊病开始显现，体制改革已经非常必要，应用 公共服务外包对经济技术开发区具有多方面的现实意义。 本文以我国经济技术开发区为对象，通过分析公共部门的内外部 公共服务能力，提出公共服务外包的几种模式，研究在不同体制框架 下，经济技术开发区应用公共服务外包的模式。作为扩展性研究，本 文提出了经济技术开发区应用公共服务外包的基本外部保障和配套 保障，同时分析了公共服务外包带来的风险，提出若干应对风险的对 策建议。 关键词： 开发区，管理，公共服务外包，模式 I 上海交通大学 MPA 学位论文  我国经济技术开发区应用公共服务外包的模式研究  RESEARCH ON THE MODE OF CONTRACTING OUT OF PUBLIC SERVICE IN ECONOMIC AND TECHNICAL DEVELOPMENT ZONE ABSTRACT Contracting out of public service means public sectors consign external organizations to provide public service, by using their resources such as human, material, technique and so on, for cutting cost and increasing efficiency. Contracting out of public service has been carried out in many countries world-wide, and the research on it is a focus these days. Chinese academe has started the research on contracting out of public service, however, the research on specific administrative division are quite few. The advent of Chinese economic and technical development area began at the era of Chinese reform and opening-up. It is the representative area of Chinese economic development and the experimental plots of system innovation. As Chinese reform and opening up are developing in greater depth, and the external situation is changing, the disadvantages of its system emerged. As a result, the reform of system is necessary, the application of contracting out of public service to economic and technical development area is of great practical significance.
