当代中国地方公民参与模式研究:公共行政的视角 摘 要 20 世纪中后期，行政与公民之间的关系问题成为国际社会科学 关注的主导性论题，世界范围内的公民参与运动不断走强。从公民参 与模式的发展看，西方一些国家的公民参与正在从间接参与向直接参 与、从传统公共行政中的授权式公民参与向协作式公民参与方向迈 进。本文在总结当代中国城市和乡村中不同公民参与实践形式及分析 其特点的基础上提出，当代中国地方公民参与虽然取得了很大的成 就，但总体上还处于传统公共行政中的授权式公民参与模式阶段。因 此，发展中国地方公民参与，首先得巩固公民“投票人”的角色，加 强地方制度化的建设，在此基础上发展公民直接参与。 关键词：公民参与，公共行政，模式 A Study on the Model of Citizens’ Local Participation in Contemporary China: a Perspective of Public Administration ABSTRACT The relationship of administration and the citizens has been grown to be the leading topic of the international social science since the middle 20th century. The citizen participation movements among the world have gained more and more popularity. From the view of the development of the model of the citizen participation, the citizen participation in some western countries has progressed from the indirect participation to the direct participation, and also from the authorized citizen participation in traditional public administration to the Collaborated citizen participation. Based on the conclusion of the different citizen participations and practical forms in both cities and villages in contemporary China, along with the analysis of their characteristics, the paper pointed out that the citizen participations, in general, remain in the stage of the model of the authorized citizen participation in traditional public administration, though they have improved a lot. Therefore, to develop the local citizen participation in China, they should be given the first priority that the role of “voters” of citizens ought to be consolidated and the systematized construction of the local China should be strengthened. Then the direct citizen participation can be evolved from the basis.
