城区教育现代化中政府公共服务职能 和管理方式的实践与思考 ——以上海市卢湾区为例 摘 要 公共服务是现代政府的首要职能和主要职能，公共服务型政府是 当代政府的基本特征。上海市人民政府提出 2010 年在全国率先基本 实现教育现代化，卢湾区人民政府也提出在 2008 年在全市率先基本 实现教育现代化。城区“基本实现教育现代化”是一个渐进的复杂的 系统工程，而城区教育现代化的实现有赖于政府提供教育公共服务的 优劣，本质上说，取决于所属社会的政治、经济的发展和公共服务型 政府的建立。城区教育现代化作为政府教育公共服务的目标追求，教 育作为政府社会性公共服务职能的重中之重，实现城区教育现代化， 从公共服务的视角就是要让城区各类教育公共服务达到的高标准、高 质量、高绩效、全覆盖、个性化和可持续的要求，办人民满意的教育。 本文试图以上海市卢湾区为例，在近些年提出“基本实现教育现代化” 的背景下，如何从政府公共服务提供的角度，运用公共事务中的公共 物品和公共服务的相关理论，对城区教育现代化中的政府公共服务职 能进行分析和归纳，围绕教育现代化是政府教育公共服务的新追求展 开，对教育现代化需要怎样的基本公共服务进行讨论，提出实现城区 教育现代化中政府的价值追求，对卢湾区现有的教育公共服务实践层 面的有效性和适用性进行研究，对境外相关教育公共服务的成功之处 进行借鉴，对理想状态的城区教育现代化模型进行构想，着重对教育 现代化中政府角色定位、提高政府依法行政水平、提供多元选择满足 终身教育需求和教育公共服务的投入和产出问题进行了进一步思考， 对可能存在的问题提出改良的建议。 关键词：教育现代化,政府职能,公共服务,管理方式 Practice and Thinking on the Government’s Role in Providing Public Service and Its Mode of Management during the Modernization Process of Urban Education ——with Shanghai Luwan District as an Example ABSTRACT Providing public service is the chief function and a key feature of a contemporary government. The Shanghai municipal government has set goals to realize the modernization of education by 2010, and the municipal government of Luwan district has established goals to become the first in Shanghai to realize such modernization. To basically realize the modernization of education in urban areas is a gradual but complicated process and a systematic project. However, such realization depends on the extent to which the government provides good educational public service, and in essence, depends on the political and economic development of the society as well as the establishment of a public-service-type government in that society. The modernization of education in urban areas is the goal of a government when it seeks to provide educational public service, and education is the most important of all the social public service provided by the government.
