基于精益管理的特殊区域间物流监管信息系统研究  摘  要  进入 21 世纪，大批跨国公司将制造业基地向中国转移。这一方 面导致产生于制造业的精益管理方法与实践开始在中国传播，另一方 面，也对我国海关的对外贸易监管方式产生了很高的要求。尤其是全 国各地先后设立了保税区、出口加工区和综合保税区等一系列海关特 殊监管区域之后，地处不同监管区域的企业之间物资调运日益频繁。 为满足不同区域企业之间物资调运时海关监管和企业精益管理的双 重需要，有必要建立海关特殊监管区域之间物流监管信息系统。 本文归纳了精益物流管理的基本思想和实施方法，陈述了当前我 国海关在物流监控过程中主要采用的方法和技术手段，重点介绍海关 特殊监管区域之间物流监管的有关内容，在精益管理思想指导下对特 殊监管区域间的物流监管需求进行了分析，最后采用 DMAICII 的方 法，对所需要的信息系统和作业流程进行了定义、测定和分析，提出 了改进的流程和利用信息系统进行监控的方法，给出了实现海关特殊 监管区域间物流监管的信息系统总体架构和解决方案。 研究表明，海关的监督手段必须符合经济发展规律，满足企业生 产经营的需要。积极引入先进的管理理念、方法和手段是海关提高监 管效率，在加强监管的同时促进经济社会发展的有效举措。 关键词：精益管理、海关监管、区间物流、信息系统 3 Research for the Logistics Bonded Information System between Customs Bonded Zones Based on Lean Management ABSTRACT With time coming into the 21th century, many multinational corporations transfer their manufacturing bases into China. This phenomenon brings on the wide spread of lean production’s theories and practices from manufacturing industry in China. At the same time this asks the methods of Customs supervision to foreign trade a higher level. Especially a series of bonded areas like as the free trade zone, export processing zones and the integrated free trade zone in the national mainly economic areas, the goods and materials of companies from the different bonded zones are frequently exchanged between each other day by day. So in order to satisfy the need of Customs supervision against the exchanges of the corporations’materials and the need of companies’lean production, it is necessary to establish a logistics supervision information system between the bonded zones by Customs. First of all this thesis sums up the basic ideologies and practice methods of the lean production of logistics, presents the current methods 4 and technology used in the logistics supervising process by our Customs and emphases the content relating to the logistics supervision between the special area of Customs supervision.
