Classified Index: C939  U.D.C:  351.711  Dissertation for the Master Degree in Public Administration Research on the Countermeasures of Appropriate Government Intervention on the Reform of the Old City  Candidate: Supervisor: Academic Degree Applied for: Speciality: Affiliation： Date of Defence: Degree-Conferring-Institution:  Xu Songjian Prof. Li Xiaodong Master of Public Administration Public Administration Harbin Real Estate Management Bureau December，2006 Harbin Institute of Technology 哈尔滨工业大学公共管理硕士论文  摘  要  近年来，由于我国城市经济的迅速发展，使得城市原有功能结构和物质设 施不能适应时代需要，因此城市旧区的更新与改造就成为我国城市发展中所面 临的一个重要课题。然而当前的旧城改造却面临着诸多问题，其中突出矛盾之 一是政府在旧城改造中如何实现有效干预。通过对旧城改造政府干预失效原因 分析，结合旧城区的实际问题，给出可行的对策建议，是一项具有创新性的工 作，很有意义。 本文从旧城改造的关键环节——政府干预的角度进行了较为系统的研究， 通过对旧城改造政府干预失效问题的提出，介绍了国内外旧城改造和政府干预 理论发展和研究的现状，及本文研究的目的和意义。然后以现代经济学的寻租 理论为主线，综合运用经济学、社会学、法学等原理，对旧城改造中政府干预 的方式、方法进行了系统分析。指出我国旧城改造政府干预失效的主要原因是 存在大量的寻租活动，而市场失灵和政府失灵两种制度缺陷是导致寻租行为产 生的根本原因，并阐明寻租活动对资源配置和效率，城市发展和社会风气等方 面的危害。按照政府适度干预的原则，针对存在的问题，提出了确定专门的组 织机构、科学编制旧城区改造总体规划方案、培育并完善有形市场、制定规则 等一系列对策建议。 本文按照实证分析的要求，对哈尔滨市旧城改造政府干预的不同历史阶段， 和 2003 年以后政府适度干预的实践做了客观描述，与前面的系统分析相比照， 结合哈尔滨市旧城改造政府适度干预实践的绩效评估，进一步论证了政府适度 干预策略在旧城改造中的积极作用。 关键词： 旧城改造；政府干预；寻租；对策 I 哈尔滨工业大学公共管理硕士论文 Abstract In recent years, the rapid development of Chinese urban economy makes the original function and facilities of the city inadaptable in the era. Therefore, innovation and reform of the old urban area is a key problem in the development of the Chinese city. However, there are many problems in the reform of the old city, among which is effective government intervention on the reform of the old city. It is innovative to suggest feasible measures based on analyzing the reason for ineffective government intervention on the reform of the old city combined with actual problems for the old city.
