摘 摘  要 要  公务员队伍是我国人才队伍的重要组成部分，他们担负着国家行政管理的职能。 公务员的能力素质决定着党和国家的管理能力，决定着党的执政水平和国家的管理 水平。建设一支政治可靠、素质精良、坚强有力的县(市)级公务员队伍，是国家整个 公务员队伍素质高低的基础，也是事关党在农村的方针、政策能否得以贯彻落实的 关键。 培训是提高公务员能力素质的重要途径，是加强公务员队伍建设的一项重要的 战略性、基础性和先导性的工作。深入研究和探讨公务员培训工作，对进一步完善 公务员制度，加强公务员能力建设，打造政府核心竞争力，为全面建设小康社会提 供有力保证，有着十分重要和积极的现实意义。 为了使培训更加具有针对性，提出了基于胜任力的河北省县(市)级公务员培训体 系。本文以胜任力模型的理论及在公务员培训中的应用为基础，介绍了构建了河北 省县(市)级公务员胜任力模型的方法和步骤；接着对培训体系理论及培训体系实践与 发展现状进行了梳理；然后进行了培训需求分析；在此之上，重点建立了胜任力上 县(市)级公务员培训体系，以构成培训体系的各个环节为主线介绍了培训计划、培训 实施以及培训评估等内容，最后以河北行政学院为平台，进行了实证研究，对实践 具有一定的指导意义。 关键词：胜任力；胜任力模型；县(市)级公务员；培训体系；实证研究 I 河北科技大学硕士学位论文 Abstract Civil service personnel in our country an important part, they assume the functions of the state administration.
