外来农村劳动力在浙江省二次流动的 基本特点、一般模型和管理对策* ——基于台州、温州、宁波三城市1322个个体样本的实证研究 梁雄军、罗文花、林云等课题组7名成员 [摘要] 文章基于文献回顾和经验观察，将中国农村劳动力流动分为一次流动和二次流动二个维度,同时提出农村劳动力二次流动的概念，即已经离开农村老家流动到外地区从事非农工作的劳动力，因某些原因在外地区的非农产业里变换(包括经常变换)务工地域或企业(职业)的求职活动；进而假设农村劳动力二次流动由“换地区流动”和“换企业流动”两个水平构成，运用1322份个体调查问卷，借助SPSS处理分析数据，在验证上述假设的基础上，综合构建了劳动力二次流动的一般模型。文章认为，劳动力二次流动是农民工争取和维护自身权利的具体行动，大规模“换地区流动”的结果是导致一地出现“民工荒”；并向政府与企业提出了应当加强外来务工者的维权工作和务必应用先进理念改进企业内部管理的对策建议。 (该文入选第七届中国经济年会，见) 关键词：外来农村劳动力 二次流动 特点 模型 对策 The Basal Traits ,General Models and Administrant Countermeasures of Remigration of Ecdemic Rural Labor in Zhejiang Province China：A Survey on 1322 Cases in Taizhou, Wenzhou Ningbo Liang Xiongjun 1，2，Lou Wen-hua 2，Lin Yun 3 et al. Namely, the rural laborers that have left home and been engaged in non-agriculture jobs change their jobs between secondary industry and tertiary industry at other regions for some reasons. Therefore, we assume that rural labor remigration consists of migration between different regions and migration between different enterprises. Through a questionnaire survey on the data of 1322 cases and a quantitative analysis by means of SPSS, we have developed a general model for the rural labor remigration.
