However, to a great extent, NPM trans- ferred t e business value to t e public sector, and misplaced t e priority of t e value of modern public management, w ic resulted in many critiques. Fundamentally speaking, modern public management must be tested by t e basic value of a normat ive system covering publicness, 1egitimacy and efficiency , in w ic , a foundation of t e public et - icality s ould be first emp asized. Accordingly, to realize t e transit ion of t e value in t e domain of public manage- ment is inevitable.
