In an open innovation environment, dispersed knowledge providers, non-related enterprises, research institutions and government agencies are important elements. With the high mobility of scientific and technological resources in this mode, there are many new features come to our sight, such as non-exclusive and non-diminishing marginal effect and others, this makes the management of resources more complexly, especially with the intellectual property.
