资源枯竭型城市工业转型升级的路径探析 ——以河南省濮阳市为例 宋 歌 （河南省社会科学院 工业经济研究所，河南 郑州 450002） 摘要：资源枯竭型城市工业的转型升级是其城市转型的关键。而资源枯竭型城市的工业经 济往往面临多重困境，转型升级更为困难和艰巨，亟需探索有效的实现路径。河南省濮阳 市是依赖油气资源开发而形成的典型资源型城市，经过几十年的发展，资源面临枯竭，工 业长期积累的深层次矛盾和问题日渐突出，如结构单一、路径依赖、制度锁定、技术落 后、资产专用性强等；推动其工业转型升级应发挥政府的推动作用、以产业转型为核心、 以企业为主体、创新为动力，构建宏观、中观、微观三个层面有机结合的综合路径，并采 取相关配套措施。 关键词：资源枯竭型城市；工业；转型升级；路径 Research on path of industrial transformation and upgrading of the resource-exhausted cities ——In case of Puyang City, Henan Province Song Ge (Institute of Industrial Economics, Henan Academy of Social Sciences, Zheng zhou450002,China) Abstract: The industrial transformation and upgrading of the resource-exhausted cities is the key to the transformation of its cities. However, the industrial economy of the resource-exhausted cities often face multiple difficulties, transformation and upgrading become more difficult and arduous, it is necessary to explore effective paths. Puyang City in Henan Province is a typical resource-based cities dependent on oil and gas resource development and the formation , after decades of development, the industrys long-term accumulation of deep-seated contradictions and problems have become increasingly prominent, such as a single structure, path dependence, system lock, backward technology, asset specific and strong and so on. In order to promote its industrial transformation and upgrading, the government should play a role in promoting industrial transformation and enterprise, innovation as the driving force to build the macro, meso, micro levels of organic combination of path and take related measures.
