工程索赔存在的问题及对策 摘要 工程索赔是建筑业市场化的产物，是平衡“买方市场”的游戏规则，也是承包商获取赔偿、提高经济效益的关键途径，索赔的成功与否是衡量承包商合同管理成功与否的重要因素。工程索赔领域研究在我国尚处于起步阶段，大多数理论都是基于对国外索赔案例及管理方法的分析，从事索赔研究的专业机构及经验缺乏。工程索赔及管理在我国工程建设中还是一个相对薄弱的环节，研究工程索赔具有理论和实践的双重意义。 通过分析我国工程索赔的现状及存在的问题，阐述了工程索赔的概念、分类、程序等相关理论，提出加强索赔意识、加强管理、提高经营管理队伍的素质等提高我国索赔管理水平改善我国索赔现状的措施，使索赔能够顺利进行，达到工程利润最大化。 关键词：工程索赔，索赔现状，索赔措施 Study on Situation and Countermeasures Of construction claims Abstract Construction project claim that the product market is balanced buyers market rules of the game, but also the contractor for compensation, a key way to increase economic efficiency, the success of the project claim the contractor is a measure of the importance of contract management success factors.
