摘 要 设计对工程项目全寿命周期内投资、质量、进度的重要影响，引起了国内外对设计管理的普遍关注。但是，由于对设计概念的狭义理解，致使设计管理长期以来一直局限于设计师对图纸绘制过程的控制，而没有上升到项目整体、全过程的高度来思考设计问题,最终引发了诸多的现实不足。 首先，论文对设计及设计管理的内涵进行重新认识，认为工程建设领域的设计管理，主要指业主或业主代表为了达到使用要求和工程投资的最佳组合，实现项目全寿命周期综合效益的最大化，在从项目开始酝酿到施工招标完成为止的过程中，围绕设计展开的一系列综合性管理活动，将设计阶段对项目全寿命综合效益产生影响的因素或活动，以及施工阶段的设计配合、设计变更管理都纳入设计管理的范畴。 其次，论文对工程建设项目业主方设计管理进行系统剖析，站在业主的立场，针对设计管理的现实不足，充分借鉴国内外设计管理相关理论研究的成果，提出以价值工程，全寿命效益以及限额设计的若干设计管理方法，以顺应工程建设项目发展的系统性特点，应对设计管理的严峻挑战。 最后，形成结论认为，只有实现价值工程，全寿命效益法、限额设计等设计管理方法的有效集成，才能真正推动设计管理的科学合理化进程。 关键词：业主方，设计管理，价值工程，全寿命效益，限额设计 Study of the Method for Owner’s Design Management in Construction Projects ABSTRACT The important influence of engineering and design on the investment, quality and schedule in the whole life cycle of the project has caused the general concern to design management in construction industry inside and outside the country. However, regardless of the whole project benefit and its whole life, the narrow sense for design cause design management activities to be constrained in the scope of architect and the self of design for a long time. This situation resulted in so many kinds of deficiencies in practice.　 First, through re-recognizing the meaning of the design and the design management in construction industry, the thesis thinks that design management prefer to mean the client or owner and its representative’s comprehensive management activities which aim to reach the use requirements and best cost-effective, aim to realize the maximization of the comprehensive benefit of the whole life cycle of the project, while from concept design to construction bid. Therefore, the factors or activities which may be exert an influence to the benefit of the project’s whole life cycle in design phase, will all be included in the category of design management. Second, under the broad sense for design management, the thesis analyzes the construction projects design management systematically, in the position of owner, the thesis draws lessons from the achievements
