本 科 毕 业 论 文 论我国责任政府的构建 The Research on the Construction of Chinas Responsible Government 学 院： 法学院 专业班级： 行政管理 行管081 学生姓名： 学 号： 150821117 指导教师： 2012 年 6 月 毕业论文中文摘要 论我国责任政府的构建 摘 要：经济的全球化和市场的高复杂性、高风险性，给予了政府新的问题和新的挑战，同时也让人们对政府有了更高的期待。而从 “全能政府”到“责任政府”，正是当前中国政府顺应时代潮流，对这些问题和挑战的积极回应。从总体而言，我国在构建责任政府的进程中已经取得了重大的突破，如相关法律的制定、相应制度的建立。但由于我国责任政府的构建起步较晚，还存在一些缺陷与不足，主要表现在以下几个方面：政府职能的“越位”、行政人员观念的“错位”、政府制约机制的“缺位”。针对这些问题，在责任政府的构建进程中必须进一步明晰政府职能，创新管理体制；更新行政理念，提升人员素质；健全政府制约机制，提高行政效能。只有这样，才能在我国建立起一个真正负责任的政府。 关键词：责任政府；问题；路径 毕业论文外文摘要 The Research on the Construction of Chinas Responsible Government Abstract: The globalization of economy and high complexity and high risk of the market give the government new problems and challenges, but also allow people to have the higher expectations of the government.
