对国际贸易中倾销与反倾销的思考 [摘要] 倾销是国际贸易中的一种不正当竞争行为,反倾销是用于抵消倾销的一种政策手段,它的实施在一定程度上能够起到制止倾销,保护本国产业的作用。但一旦严厉程度超过限度,就会成为一种非关税壁垒的贸易保护措施。在国际经济竞争日趋激烈的今天,反倾销这种“合法”的贸易保护措施己成为一些国家实施歧视性贸易壁垒的重要形式,成为发达国家,包括一部分发展中国家排斥外国产品,保护国内产业,以维护本国利益的重要手段。 作为世贸组织赋予进口国自我保护的一项合法权利,近20年来反倾销始终是国际经济研究的热点。外国对华反倾销案件也持续升温,我国企业频频遭受欧美等国的反倾销指控,反倾销已经严重影响了我国出口贸易的健康发展,我国已成为反倾销的最大受害国。由于我国企业对反倾销知识缺乏了解,缺少反倾销诉讼方面的经验,在应对反倾销诉讼时往往败诉,不仅使企业自身遭受了严重的经济损失,而且损害了我国在国际贸易领域的形象。 本文通过对国际贸易中倾销与反倾销的思考,透析国外对华反倾销的现状及特点,并对我国产品频遭反倾销的原因及影响进行分析,进而探讨应对国外反倾销的一些可行之策,旨在减少或避免这一现象的频繁发生。 [关键词] 倾销；反倾销；国际贸易 Thinking of Dumping And Anti-dumping in International Trade Abstract: Dumping is a kind of ACTS of unfair competition in international trade.
