战略性新兴产业的理论基础与研究现状 丁华 （中国科学院科技政策与管理科学研究所 北京 100190） 摘要：自2008 年国际金融危机以来，发达国家加大了对新兴技术与新兴产业的投入，在此 背景下，中国政府提出了加快培育和发展战略性新兴产业的决定。战略性新兴产业研究随之 成为热门课题。然而，当前学术界对战略性新兴产业的理解还较为模糊，尚未形成统一的认 识。文章辨析了新兴产业、主导产业、战略产业等与战略性新兴产业相关的已有概念，梳理 了战略性新兴产业形成与发展的理论基础，包括新兴产业形成机理的古典经济学和演化经济 学等相关理论，以及主导产业发展的理论；然后，对当前的一些研究观点进行简要述评，为 我国选择和培育战略性新兴产业提供参考。 关键词：战略性新兴产业；主导产业；理论基础；研究现状 The Theoretical Foundation and Current Research of Strategic Emerging Industries Ding Hua ( Institute of Policy and Management, CAS, Beijing 100190, China) Abstract: After financial crisis, the major developed countries have increased investment for new energy, new materials, biology, information, environmental protection and other new high-tech industries, in order to seize the new development opportunities of science, technology and economy. In this context, Chinese Government had made decision to accelerate the development of strategic emerging industries in the year of 2010. Soon strategic emerging industry become a very hot research topic in China. However, what is strategic emerging industry, and what are the differences between strategic emerging industry and leading industry? The current academic understanding of this concept is still vague, not yet formed a clear consensus. In order to enhance understanding and provide a reference for industry policy makers, this paper analyzes emerging industry, leading industry, strategic industry and other related concepts, studies the theoretical foundation of strategic emerging industries, and presents a brief review of some research perspectives.
