Du ring the p rogro ss of season one, the governm ent took the leading po sition by p lan n ing and policy su stainm ent. Bu t in the cou rse of season two, the m arket p layed a much more important role in m arket orientation , finan cial raising, p rogram collecting and so on. A t that tim e, the power of the governm ent on ly concentrated on the policy support and au thoriza tion.
