摘 要 随着政府职能的转变和电子政务建设的日益显得更为重要，以提高老百姓服务质量水平，加深政府各部门协调办公职能。但政务应用系统本身是一个非常复杂的系统，再加上以往系统建设中缺乏整体、统一的规划，因此现有政务应用系统中普遍存在“信息孤岛”现象，信息资源难以共享，这些问题已严重影响了我国政务应用系统的健康发展。为解决这些问题，除了健全制度并加强管理之外，更为重要的是提供必要的技术手段整合现有系统资源，实现政务各部门信息资源的连通和共享，提高资源的共享水平和使用效率。 文首开始阐述了政府信息资源共享的概念及其国内外电子政务的发展现状和趋势，对政府信息资源共享的意义、内容及其内外部来源作了明确的说明，进而对我国电子政务发展中出现的主要问题如信息孤岛、IT黑洞作了分析和阐述了，并详细的分析了电子政务中的信息孤岛产生的原因，并从硬件和软件两个方面的信息资源整合和共享以实现提高政务办公效率进行了阐述。然后从整体上对信息资源的整合进行了介绍，在此基础上，构建了电子政务一站式服务框架，对传统的电子政务服务方式和一站式服务方式进行了对比分析，并指出了当前一站式服务建设中的瓶颈，从而提出了信息资源整合和共享的宏观规划，同时提出了相应的长株潭信息资源整合共享建模 － CZT-ERP模型。为政务信息资源整合提供了一个有效的实际项目应用。 关键字：电子政务；信息孤岛；信息资源整合；数据交换ABSTRACT With the change of government functions and the growing e-government construction is all the more important to improve the quality of service level of the people, the coordination of various government departments to enhance the functions of office.
