A sponge city is a city that uses plots of land and spaces between buildings as
sponges to reduce flooding and retain water. In other words, water infiltrates
underground into rainwater storage systems via these spaces rather than
collecting on streets.
Due to modern economic and social development patterns, populations are
increasingly concentrating in cities. In turn, urban lands are generally being
overdeveloped, and farms and woods that used to retain water are being
replaced with concrete buildings and asphalt roads.
Consequently, water can no longer seep underground. Greater surface water
runoff and peak discharges, coupled with climatic and environmental changes,
have increased the risk of losses from flooding. Mere reliance on underground
sewerage is insufficient to resolve the water discharge problem in urban
areas.
To implement the sponge city concept, a city planner must tackle related
issues from many aspects—such as urban planning, underground sewerage
construction, regional waterdischarge facilities and architectural codes—to
ingrain the public with the idea of “cohabitation with water.”
The sponge city concept will be implemented in Taiwan through the
comprehensive management plan for river basins. Floodwater storage spaces
and facilities in urban areas will be increased and underground sewerage
system plans reexamined.
The government will also promote lowimpact development (LID) model
