耕地资源安全研究的基本概念、关系与理论基础 耕地资源安全研究的基本概念、关系与理论基础 朱红波 华中农业大学土地管理学院2004级博士研究生 [摘要与告白]：随着人口的急剧增长和经济的快速发展，人类对耕地资源利用的深度和广度日渐增加，耕地质量与生态环境不断恶化，耕地资源安全受到严重的威胁。当前，耕地资源安全研究处于起步阶段，学术界对耕地资源安全研究的基本概念、关系和理论基础尚没有形成明确的认识，本文借鉴资源安全研究的经验，并结合耕地资源的特点，对耕地资源安全的基本概念、特征进行了界定，并对耕地资源安全与粮食安全、耕地可持续利用、耕地保护等相关概念的关系进行了辨析，最后分析指出资源稀缺和公共物品理论是耕地资源安全问题产生的理论基础，而人地关系、可持续发展和安全科学理论则是解决耕地资源安全问题的理论基础。 Conception、Relation and Basic Theory of the Study on Cultivated Land Resources Security ZHU Hong-bo (Land Management College of Huazhong Agricultural University，Wuhan 430070) [abstract and indication]:With the rapid growth of population and quick development of economy，the depth and scope of cultivated land resources use expand day by day，and cultivated land quality and zoology environment become worse and worse.Cultivated land resources security is facing the serious threat. Presently，the study on cultivated land resources security is in the period of beginning，there are not unambiguous cognition about the conception、relation and basic theory of cultivated land resources security.By the experience of the study on resources security and the characters of cultivated land resources，the paper definites the conception and characters of cultivated land resources security firstly，then indicates the relation between cultivated land resources security and its correlative conception such as food security，cultivated land sustainable use，cultivated land protection.In the end，the paper analyses the basic theory of cultivated land resources security.The theories of resources scarcity and public goods are the basic theory of cultivated land resources security coming into being，and the theories of human-natural relationship，sustainable development and security science are the basic theories of problem resolving. 一、基本概念 （一）资源安全与土地资源安全 资源安全这一概念是在人类社会快速发展，对资源承载能力产生巨大压力的背景下提出的，是因资源出现“不安全”而产生的，是一种证伪的结论。国内学者对资源安全概念的理解大致可概括为两种，第一种观点仅仅从资源本身出发来定义资源安全，但资源安全不仅仅要保证其自身的安全，更要保障与其相关的社会、经济环境的安全；第二种观点从经济学供需的角度来界定资源安全，而一个国家或地区要想持续、稳定、及时、足量和经济地获取
