What impress you the most concerning American education? Which country will you choose to go to study if you have the opportunity, Australia, UK, US? What are the reasons for you to make the choice? What are the forces of educational reform according to you? Histories of education in the three nations. Why Compare the Three Countries? (1) The ideological underpinnings of the educational reform efforts in Australia, England and Wales, and the United States are strikingly similar despite these nations differing political structures and the varied organizational patterns of their respective school systems. p.107 Why Compare the Three Countries? (2) The common element linking reform efforts in all three locales is the attempt to weaken public control over education while simultaneously encouraging privatization of the educational service and greater reliance on market forces. p.107 Why Compare the Three Countries? (3) Undergirding these beliefs is the acceptance of the principle of economic rationalism, whereby decisions concerning national economic growth become the determining factor in all public policy decisions, including those affecting education. Economic rationalism, in turn, draws on an updated version of human capital theory, which holds that contemporary economies can only be viable if based on the foundation of an educated, skilled, and technically competent labor force. Why Compare the Three Countries? (4) The assault on the public sector has been accompanied by efforts to reduce government bureaucracies, which are accused of being both bloated(傲慢的) and inefficient. Within educational systems this rationale has led to a managerial revolution that has reduced the authority of central bureaucracies while devolving(转移)responsibility for school activities down to the local level. p.108 Did th
