第16 卷第4 期 2004 年7 月　　　　　 Vol. 16 No. 4 2004. 7 J our nal of J iax ing Colleg e 35 ——桐乡市实行 “四统一”管理前后公务员收入差距状况及心态调查 1 2 赵湖 , 陈明仙 ( 1. 兴市政府经济建设咨询委员会, 浙江 兴314000 ; 2. 桐乡市委党校, 浙江桐乡314200) : “四统一”是嘉兴市率先提出并作为制度实施的预算外资金管理新举措 调查显示: “分配统一政 策”对于缩小部门间公务员收入分配差距效果明显, 得到了绝大部分公务员的支持 但收入偏低、分配不公等 问题以及 “人多己少”的攀比心理依然存在, 公务员要求增加收入的愿望强烈 因此, 必须采取减员增收、因 岗设薪、标准统一、平衡合理等措施, 使公务员收入差距的大小合理化、科学化, 表现显现化、法定化 : 公务员; 分配政策; 收入差距; “四统一” 　: D630. 3 : , Abstract Four Unification is a new move for ext ra budget capital management which is first put forw ard and implemented as a system in Jiaxing City It is indicated that the unified distribution policy has an. obvious effect on reducing the disparity in civil servants income in different departments and has won support from most of t he civil servants. But the problems of relat ively low income, unjust distribution and the competing mentality of others getting more but I myself getting less still exist, and the civil servant s have strong desire to increase their income. So, proper measures should be taken to make t he distribut ion policy more proper, more scientific, and legal, such as increasing the income by cutting dow n on the staff , establishing salary standards according t o the positions, setting up the same standard and balancing between different departm ents.
