It shows us the huge energy during the process of regional innovation development. It is necessary to review the research on this in China in order to improve the study of it and direct the regional development. At first, we focus the research on itself in China. This is the basic thing. Second, we analysis the hot point and difficulty from the view of practice. In the end, we try to forecast the trend of it in the future. We hope this research would be of help to regional development in China. Key words: Regional Innovation, Theory of Innovation triple helix, review 引言 从世界范围看，区域创新体系研究至少包括三元理论 （Sabato，1975）、国 家创新系统（Freeman ，1987；Lundval，1992）、区域创新系统(Cooke,1992) 、 产业集群战略（Porter,1996 ）。国家创新系统理论是英国学者研究日本崛起（实 践）而提出的区域界限明确的区域创新理论。三元理论则是聚焦于科技园区的发 展而提出的微观层面的创新体系。以上理论研究大多是理论框架下的制度创新特 征的研究。 然而美国斯坦福大学亨利教授从社会角度，基于美国斯坦福大学——硅谷 和麻
