中国服务贸易发展现状问题及研究 摘 要 近年来随着经济全球化趋势不断的加强，同时世界产业结构升级和转移，服务贸易的地位及作用在经济发展中越来越重要。各国高度重视服务贸易的发展，服务贸易的发展已经成为国际贸易发展的典型代表。中国作为世界经济市场上主力军，在国际服务贸易中的所占比重越来越大，服务贸易的发展也进入了新的发展态势。我国的服贸易正以年均10%左右的速度迅速增长，服务业的出口占全国出口的比重逐渐提升。但我国的服务贸易发展还存在一系列的问题与不足，在国际上的处于劣势地位。本文主要从Title: The Research of Development Status and Countermeasures of Service Trade in China Abstract: In recent years, Chinas service trade achieved rapid development, transport, tourism and other traditional services trade grow rapid, however, trade in technology development is not yet satisfactory.This article analyze the structure of exports, international competitiveness, openness of service trade. Found that structure is irrational, lack of overall competitiveness, management system is behind, laws and regulations is not perfect, affected by trade barriers and other issues are still exist in service trade of our country. In order to address these issues, enterprises should accelerate innovation and optimize the industrial structure, improve the international competitiveness of service industry, the government should further building the management system of service trade to promote the developments, establish a sound legal system of trade in services, and develop proactive measures to deal with national barriers to services trade, to promote sustained and healthy development of Chinas service trade. Keywords: Service Trade；nternational Competitiveness；“服务贸易”（Trade in Service）是一种跨越国界进行服务品交易的商业活动，包括旅游、运输、保险、金融、通信邮电、建筑安装与承包工程、计算机与信息、专利与技术许可、咨询、教育、医疗保健、广告宣传、电影音像、个人劳务等。国际经验表明，发展服务贸易对优化产业结构并促进经济发展、提高劳动生产率和就业水平、增加城市综合竞争力等方面都具有积极的意义。改革开放以来，中国国际服务贸易的领域也逐步扩大，通信、金融、保险、技术贸易、经营管理咨询、人员培养等服务进出口随之迅速发展。 全球竞争的焦点有向服务业转移的趋势，提升服务业国际竞争力已成为我国在加入WTO后刻不容缓的任务。我国服务业虽然在改革开放后获得了前所未有的快速发展，日益成为国民经济的重要组成部分。但由于发展服务业方面，导致服务业的发展滞后于其他产业，也落后于其他国家。总体来看，中国国际服务贸易尚处于发展初期，存在着许多急待解决的问题。 我国现行的服务贸易制度状况 自20世纪80年代以来，我国先后颁布实施了《民法通则》、《对外贸易法》、《商业银行法》、《海商法》等多部法律，为人们构建起了一个服务贸易基本规则框架体系。这些法律大都参照了大陆法与英美法的相应规定，并按照我国所参与的国际公约制定和实施。 目前，我国已经加入了WTO，进入服务业的民间
