摘 要 为适应经济的发展，政府部门必须转变职能，转变职能的关键是建立科学完整 的绩效评估系统。而在我国，有关政府部门绩效评估的的理论研究和实践探索都与 现实要求有很大的差距。 本文分析了政府部门绩效评估的现状，指出建立科学的政府绩效评估体系的迫 切性；介绍了平衡记分卡在政府部门中的研究与应用，指出平衡记分卡是先进的绩 效评估和战略管理系统，是创建高绩效的政府的有效工具；分析了水务部门平衡记 分卡的构建原则、构建框架和要素，对平衡记分卡在水务部门中的构建进行了理论 探索。 本文以武汉市水务局为例，构建了武汉市水务局平衡记分卡，并对平衡记分卡 在水务部门应用的条件、存在的问题和解决方案进行了分析，并总结了平衡记分卡 对水务部门绩效评估和管理变革的意义。以实证的形式，研究平衡记分卡在水务部 门中的运用，对改进水务部门绩效，实现管理机制创新有着积极的现实意义。同时， 对平衡记分卡在其他政府部门中的应用也有借鉴作用。 关键词：水务部门 平衡记分卡 绩效指标 I Abstract In order to adapt the economic development , Government Department must transform their function. The key of transforming their function is to build scientific and complete system of performance measurement. However, the current theoretical research and practice of performance measurement of Government Department in our country has not yet met the requirement of reality. In this papet ,the author has am analysis of the preset situation of performance measurement of Government Department, pointing out the urgency of building scientific system of performance measurement; made an introduction to the study and use of BSC in Government Department, pointing out that BSC is advanced system of performance measurement and strategic management and efficacious tool of building high achievement Government; made an analysis of building principle ,building frame,element of BSC in Water Department; made an theoretical exploration of BSC’s building in Water Department. This paper gave an example such as Wuhan Water Bureau , building BSC of Wuhan Water Bureau; made an analysis on BSC of Wuhan Water Bureau in respect of its applying condition, existing issue, solving plan.
