ABSTRACT: There is a lot of congestion phenomenon in the Internet. A mi at that, we need safe, reliable Quality of
Service in the Internet. Based on studying the principle ofTCP/IP congestion contro,l this paper analyses a RTT-
based arithmetic for solving the congestion control. In view of the possibility ofcongestionw ith theRTT increase, the
arithmetic joins the side on the detection ofRTT values, and in accordancewith the relevantpolicy control cwnd val
uew ithin reasonable lmi its. UsingNS2, this arithmetic is lower packet loss rates thanTCP by observation analysis. It
can mi prove the throughput of the TCP connection and available bandw idth. Then analysis of result proves that the
novel congestion contro1 algorithm can speed congestion recovery controlon a certain extent, and decrease the vibra
tion.
