: 对于中国这样一个发展中排放大国而言, 实施应对气候变化的财政政策不仅是履行 排承诺, 展示负
责任大国形象的有力措施, 同时也有助于促进经济增长方式的转变, 实现国民经济和对外贸易可持续发展因此,
中国应继续努力推进实施应对气候变化的财政政策, 并考虑将征收碳税设立碳基金和培育碳交易市场作为今后
的工作重点
