Comprehensive Safety Evaluation Method Based on Safety-Controlling Theory and Its Application TIAN Yunli ZHOU Lihua (College of Energy and Safety Engineering, Hunan University of Science and Technology, Xiangtan 411201, Hunan, China) Abstract: Safety evaluation for enterprises can prevent the occurrence of accidents efficiently and decrease the loss of properties and personnel, which is the important composing of safety management. A kind of comprehensive safety evaluation method is put forward on the basis of safety system dynamic model. The general principle and method of comprehensive safety evaluation are introduced. In terms of the modern safety-controlling theory, the safety evaluation of a smelting factory is discussed and carried through by means of comprehensive safety model on the basis of system danger recognition, system danger diagnosis. The results of compressive safety evaluation show that, on the one hand, the comprehensive safety evaluation method based on safety-controlling theory can effectively evaluate the general safety condition of the smelting factory, which can be helpful to promote its safety management level because of the austerity of safety management. On the other hand, the comprehensive safety evaluation method based on safety-controlling theory is a kind of efficient safety evaluation methods, which can be popularized and used in every large factory or mine.
