牧民收入视角下的草原生态的保护及研究——以锡林郭勒盟为例.pdf

摘 要 草原畜牧业是内蒙古牧区经济社会发展的基础，草原是草原畜牧业基本生产资料， 但是长期以来，由于各种因素的综合影响，致使草原面积缩小、草场退化，制约着草 原畜牧业的可持续发展。草原为人类既可直接提供植物产品，更是能够通过牲畜饲养 管理活动生产多种动物产品。草原的这种生产能力可以通过调整经营方式而得到不断 提高，但同时要高度重视草地生态环境的健康和安全。近年来，虽然内蒙古在草原生 态保护方面取得了一定的成效，但是也存在一些制约因素影响着草原生态保护工作的 成效和进展。在实地调研中发现，牧民是草原生态保护的参与主体，同时也是草原生 态保护过程中最需要关心的对象，如何在保证牧民收入的前提下有效进行草原生态保 护工作是当前亟待解决的问题。 本文以锡林郭勒盟的阿巴嘎旗、锡林浩特市、正蓝旗的 269 牧户为研究对象，采 用问卷访问的形式，进行数据整理分析，梳理当前内蒙古草原生态现状及退化的主要 原因，并运用博弈理论和经济理论分析牧民和政府在草原保护过程中的行为选择。以 牧民收入为视角，运用有序多分类的logistic模型分析牧户收入的主要影响因素，最 后提出促进牧民增收和草原生态保护的对策建议。 关键词：草原生态保护；草原；牧民收入；0rder logistic模型 Pastoralists income from the Perspective of grassland ecological protection research ——Take Xilinguole for example Abstract Grassland animal husbandry is the basis of the pastoral areas of economic and social development in Inner Mongolia steppe grassland livestock production, but a long time, due to the combined effects of various factors, resulting in the grassland area of narrow, grassland degradation, restricting the sustainable development of grassland animal husbandry.
