optimisation of the MS power爈evel爄n intra-BSC handover When爋ptimisation of the MS power爈evel爄n a handover is employed, the BSC determines, in case of a BSC-controlled handover, the RF power爈evel爓hich the MS that has been handed over uses as the initial RF power in the target cell so that the RF power爈evel燾orresponds to the radio link properties of the target cell. The crucial principle is that the better the radio link properties are, the lower the initial MS power爈evelcan be, that is, if the radio link properties of the target cell are good, the MS may use a lower RF power爈evel爐han the maximum爈evel爓hen accessing the target cell. When爋ptimisation of the MS power爈evel爄n a handover is not employed, the initial MS power爈evel爄n the target cell is the maximum RF power an MS is permitted to use on a channel in the target cell (parameterMS txpwr?max gsm爄f the serving cell is GSM 900 or GSM 800 and parameter?WMS txpwr?max gsm1x00爄f the serving cell is GSM 1800 or GSM 1900).
