地方政府动漫产业政策研究——以广州市为例 摘要 动漫产业作为文化创意产业中的核心产业，具有高科技、高效益、低能耗、 低污染的特点，是二十一世纪最具有创造财富和发展潜力的朝阳产业，被誉为“21 世纪知识经济的核心产业”。虽然我国动漫产业发展起步晚，但是由于国家看到 了动漫产业在文化创意产业中的地位，认识到动漫产业发展的巨大潜力，各级政 府纷纷出台一系列辅助动漫发展的政策，我国动漫开始以产业化形式大踏步发展 起来。目前，国内动漫产业的研究大多是基于国外理论研究的基础上，是基于对 国外发达国家、案例成功经验的分析上。我国动漫产业还处于发展阶段，学术界 对动漫产业的研究才刚刚起步，尚缺乏深入、系统的研究。 在这样的背景下，本文选取了广州动漫产业作为研究对象——广州动漫产业 发展迅猛，已培养出一批全国闻名的企业和品牌，形成了产业发展的重要骨干和 中坚力量；近几年来广州市政府也相继出台了一系列政策，鼓励和扶持动漫产业 等文化创意产业的发展。本文主要采用问卷调查的方式对广州市动漫产业展开实 证调研，研究了目前广州动漫产业在人力资源、知识产权、投融资和政府产业政 策等方面的问题，并进一步剖析其原因。然后，总结和借鉴国外动漫产业先进国 家的成功经验，基于广州动漫产业发展的实际情况给予了建议：加大政策扶持力 度，优化产业发展环境；加大人才培养力度，提升人力资本水平；完善知识产权 保护法，加强法律执行力度；完善投融资体系，降低融资门槛；完善公共服务平 台，提供技术支撑等。 关键词：动漫；动漫产业；产业政策 III 地方政府动漫产业政策研究——以广州市为例 Abstract As the core of the cultural and creative industries, animation industry is high-tech, high-efficiency, low energy consumption and low pollution.It’s the most development potential sunrise industry in the 21st century, known as the “knowledge-based economy in the 21st centurycore industries”. Although the development of Chinas animation industry started late, all levels of government have introduced a series of the assisted animation development policies, because of the huge potential for development. Since then, Chinas animation began to be developed in the form of industrialization. Currently, most of the domestic animation industry research is based on the theoretical study abroad and the successful experience of the developed countries. Since the animation industry in China is still in the development stage, the academic study has just started, which is a lack of in-depth and systematic research.
