合肥市土地政策研究 Abstract Urban land is a vital material resource for the development of economy, culture and society in a country or a region, and the basic means it serves as is much more important than any other resources. The land policies that can utilize the land sources effectively can deepen the promotion of the urban land resources on the process of urbanization and accelerate the all-round economic and social development. Therefore, the research on urban land policy, searching the existing problems on urban land policy and the effective policy proposal are very important to not only the policy and government but also the development of a country or a region. The thesis explains the basic concept and content of urban land policy, and then describes the significance of urban land policy to the development of a city, and then gives a detailed statement on the history of Chinese urban land policy. It is the basic policy environment for the urban land policy of Hefei referred later. Then, according to the process of urban land circulation, we categorize the urban land policies of Hefei into policies concerning land requisition and removing, allocation of urban land and transaction, and the relative policies concerning the process of using of urban land to elaborate the existing policies of Hefei. We try to work out a series of criteria for evaluation including effect criteria, efficiency criteria, impartiality criteria and continuity criteria to analyze the existing urban land policies of Hefei. Research finds, generally speaking, the existing urban land policies of Hefei effectively promote the economic and social development of Hfei.
