本文采用对比研究和重点研究相结合的方法，全面分析与个案研究相结合， 分析了我国政府投资项目代建制模式的现状及存在的问题，在对代建制的理论基 础和多个城市的试点实践结果进行深入分析基础上，归纳总结出现阶段我国政府 投资项目主要的代建制管理模式，通过国内相关模式代建的案例，说明实施代建 制的有效性。同时对各种代建制管理模式分别分析利弊，认为未来的代建制发展 趋势是政府招标代建及签订三方代建合同。最后针对目前代建制在试点城市应用 中存在的问题，提出了完善代建制的政策和保障措施。 关键词：政府投资项目；代建制；管理模式； 2 Research on Agent Construction System Management Mode of Chinese Gobernment Investment Project Abstract With the constant deepening of the investment system reform in our country, the shortcoming of our traditional management mode of “Investment, Construction, Management, Use” four in one government investment project system reveals gradually, so looking for a kind of government investment project management mode which is suitable for the national conditions of our country becomes task of top priority. In this case, the State Council accredited the file of “Decision About the System Reform of Investment” on July 16,2004, pointing out clearly that “accelerates pursuing the ‘agent construction system’ to the non-profit government’s investment project, i.e., through calling for bid etc., choosing the specialized project management unit to be responsible for constructing and implementing, controlling project investment, quality and time limit strictly, transferring the applying unit after the final acceptance of construction. ” The agent construction system has improved the management level of the project greatly and the investment efficiency of the government through specialized management, also help the government to change the function further.
