46 节水灌溉 ·2014年第 7期 文章编号：1007—4929(2014)07—0046—04 穴盘水市水资源可持续利用定量研究 代 稳 ，秦 趣 ，仝双梅 ，王金凤 (六盘水师范学院，贵州 六盘水 553004) 摘 要：从水资源可持续利用的内涵出发，分析其影响因素，选取涵盖了水资源条件、水资源开发利用效率、生态 环境状况、社会经济环境和水资源管理能力等方面21个主要 因素作为评价指标，运用熵权法计算各指标权重，利用综 合评判模型对六盘水市2。O0—2010年水资源可持续利用进行综合评价。结果表明：2000—2010年六盘水市水资源 可持续利用水平呈上升趋势，但六盘水市水资源可持 续利 用水平处于可持续利用的中等水平，水资源可持续利用已 成为六盘水市可持续发展的制约因素。根据六盘水市的水资源利用状况，提 出了加大对过境水资源的开发利用程 度、加强生态环境建设、提高用水效率和蓄水工程建设等提高水资源可持续利用的措施。 关键词：水资源；熵权一模糊综合法；可持续利用；六盘水市 中图分类号：TV2l3．4 文献标识码 ：A QuantitativeStudyofSustainableUtilizationWaterResourcesinLiupanshuiCity DAIWen，QINQu，ToNGShuang-mei，WANGJin—feng (LiupanshuiNormalCollege，Liupanshui553004，GuizhouProvince，China) Abstract：Startingfrom theconnotationofwaterresourcesustainableutilization ，thispaperanalyzesitsinfluencingfactorsandasses— sesthewaterresourcesustainableutilizationsituationbyusingfuzzycomprehensiveevaluationmethod，whichemploysanindicator setwith21indexesincludingwaterresources，waterresourcesdevelopmentandutilizationefficiency，ecologicalenvironment，social economicenvironmentandwaterresourcesmanagementability．Thismode1isappliedtoevaluatethewaterresourcesustainableutili— zationsituationinLiupanshuiCityin2000—2010years．Theresultsshow thatwaterresourcessustainableutilization inLiupanshui Cityshowsarisingtrendin2000—2010years，butitisatthemiddlelevel，which hasbecomeaconstraintsfactorofthesustainable developmentinLiupanshuicity．AccordingtothesituationofwaterresourcesinLiupanshuiCity，itisproposedthatwaterresource sustainableutilizationcanbeenhancedthroughthefollowingaspects，including enhancing thedevelopmentandutilizationlevelof cross—borderwaterresources，improvingtheecologicalenvironmentconstruction，wateruseefficiencyandwaterengineering con— struction． Key
