公众低碳消费行为的干预政策研究述评 王建明 （浙江财经学院工商管理学院， 浙江 杭州 310018）摘要：本文主要回顾并评析旨在鼓励公众低碳消费行为的干预政策及其有效性以便为设计相应的干预政策提供思路，同时为进一步改进和强化干预政策的有效性提供借鉴。本文有如下结论及启示：总体上行为塑造的干预政策分为两大类心理战略（即信息战略）和结构两类；使用承诺、和目标设定策略等前置在鼓励低碳消费行为上往往是有效的；经济激励和反馈等在实验期间是促进低碳消费行为的有效方式；不同干预政策的成本和收益不尽一致；特定干预措施的有效性也有一定的条件，联合使用多种干预相对于单独使用干预往往更有效。 关键词：低碳消费行为；前置政策；后继政策；评述 中图分类号：F062.2; F713.5 文献标识码：A 文章编号：A Review of Intervention Policy Studies of Public’s Low Carbon Consumption Behavior WANG Jianming （Zhejiang University of FinanceEconomics, Hangzhou, China） Abstract: This study is designed to review the intervention policies aiming at encouraging the public’s low-carbon consumption behavior and evaluates their effectiveness. It will provide some ideas for the design of corresponding intervention policies, and provide some implications for the further improvement and enhancement on their effectiveness. Our study comes to the following conclusions and implications: generally, intervention policies to shape behavior can be divided into two categories including psychological strategies (i.e., information strategy) and structural policies; In most cases, it is effective to encourage low-carbon consumer behavior by using antecedent conditions such as commitment, demonstration and goal setting strategies; During the experiment, economic incentives and feedback is effective to promote low-carbon consumption behavior; Costs and benefits of different interventions are not consistent; There are certain conditions for the effectiveness of a specific intervention strategy, and usually it is more effective to use multi-kinds of interventions jointly than to use one single intervention alone. Key Words: Low-carbon consumption behavior; Antecedent policy; Subsequent policy; Review 20世纪70年代以来，学者们对鼓励低碳消费行为的干预政策进行过大量的研究。本主要回顾并评析以便为设计相应的干预政策提供思路，同时为进一步改进和强化干预政策的有效性提供借鉴。需要说明的是，从现有的文献看，很多文献研究中使用的变量是“能源节约行为”、“能源保护行为”或“资源回收行为”等，直接使用“低碳消费行为”的文献还并不多见。考虑到“能源节约行为”、“能源保护行为”或“资源回收行为”等变量与“低碳消费行为”密切相关，因此，我们主要对这些相关行为的干预政策文献进行回顾和评述。 1 低碳消费行为的干预政策类型 家庭能源
