中文摘要 随着我国经济日益繁荣，在市场竞争日趋激烈的今天，信息化已经成 为银行业提高核心竞争力的有力武器。近年来我国银行业信息化建设工作 取得明显成效，重点业务系统开发建设不断推进，基础设施建设有序开展， 网络与信息系统安全工作得以加强，信息化工作机制不断完善，科技应急 演练工作进一步落到实处。由于受多方面条件的制约，中小型银行业金融 机构的信息化建设进程相对缓慢，与大型商业银行存在较大差距。为了提 高核心竞争力，中小型银行必须建立高效的业务信息管理系统，为客户提 供方便、快捷、全方位的新型金融服务。同时随着对信息技术的依赖度越 来越高，由此而导致的金融信息风险也变得越来越突出。如何加强银行信 息安全管理，真正形成一个科学有效的信息安全管理体系来防范金融信息 风险，已成为金融业当前面临的重大课题。 本文在信息系统安全理论、风险管理理论的指导下，通过对泰安市中 小型银行在电子化建设过程中所面临的信息系统风险的研究和分析，系统 地提出了中小型银行信息系统的安全设计原则。在此基础上，结合信息系 统安全建设中的各个环节提出一套信息安全管理方案，从而保证中小型银 行赖以生存的信息资源的机密性、完整性和可用性。所采用的方案建立在 泰安中小型银行的现实需求和技术实践的基础之上，最大程度上减少和降 低银行信息系统风险的危害，以达到业务永续运行的目标，对指导现阶段 中小型银行信息安全建设有现实意义。 关键词：信息化建设；安全管理；风险防范； - I - Abstract With Chinas booming economy, the increasingly fierce competition in the market today, the informationization has already become the banking industry to enhance the core competitiveness of the powerful weapon.In recent years, our country banking industry informatization to build the job to obtain apparent effect, continuously push forward the building of key business systems development, infrastructure construction and orderly, network and information system security is strengthened, information science and technology constantly improve the working mechanism, emergency drills to work out and implement.Due to various constraints, small and medium-sized financial institutions in the banking industry informationization construction progress is relatively slow, and there is a big gap between the large commercial banks.In order to improve the core competitiveness of small and medium sized banks, must establish the effective business management information system, to provide customers with convenient, fast, a full range of new financial service.At the same time as the dependent on information technology more and more, the resulting
