Chengdu city land circulation system analysis and policy recommendations ? ? ? ?  摘 要 我国近些年经济发展速度很快，特别是在加入世贸组织后，以家庭为单位的农业生产经营模式遭受严峻挑战。因小规模生产模式造成多数大宗农业产品已经丢失市场竞争力，难与目前农业产业市场化、国际化发展趋势要求适应。此外，随着农村劳动力大量外出务工，土地被大量弃耕，很多地方出现了土地撂荒现象，同时因为很多农业管理技术和高效种植技能、规模农业技术等都掌握在个别种田能手和专业组织手里，因此会把规模经营、土地转入以及集约经营视为强烈的愿望。第17届3中全会颁布了《中共关于推行农村改革向前发展重大若干问题之决定》，决定明确了要加强农村土地的流转服务和管理，要健全当前流转市场，坚持“自主、自愿、有偿”原则，农民有权依“转包、互换、出租、转让”及股份合作等形式紧跟土地流转政策，适度多元化发展经营方式。 本文会阐述土地的利用与流转特征和基本内涵选取成都市为研究地域对象，重点研究该市土地流转现状和基本情况。阐述农村的土地流转基本概念与理论，明确文章研究所涉及的具体范围。借助文献查阅、调查研究，选择成都农村当前的土地流转情况加以描述，对土地流转成效进行评价，找出土地流转所暴露出的一些问题，针对问题以及成因，提出解决对策与建议。 关键词：土地流转；制度；分析；政策 Abstract Speed of development in recent years of our country economy quickly， particularly in the accession to the WTO， take the family as the unit of agricultural production and operation mode is severely challenged． Because this kind of small scale production mode in most bulk agricultural products loss of market competitiveness， agricultural production requirement is very difficult with the current development trend of market and internationalization of adaptation． In addition， with a large number of migrant rural workers， by a large number of abandoned land， theres a lot of land abandonment phenomenon， at the same time because a lot of agricultural management technology and high efficient planting skills， scale of agricultural technology are in the hands of the individual farming experts and professional organizations to hand， therefore the scale of operation， and the land transferred to intensive management as a strong desire． The seventeenth session of the 3 plenary session of the Central Committee promulgated the decision of the Communist Party of China on the implementation of the rural reform forward several problems of major， decided to clear the circulation service and to strengthen the management of rural land， to improve the current circulation market， adhere to the principle of voluntary compensati
