Text A The Closer Economic Partnership Arrangement(CEPA) between Mainland China and Hong Kong implements from today. Under the framework of CEPA, the CEPA signed on June 2001 covers 3 broad areas: trade in goods, trade in services, trade and investment facilitation. And trade in goods rules that the Mainland implements zero tariff on imported 273 kinds?of goods of Hong Kong origin from 1 January 2004. The economic relationship between Mainland and Hong Kong is very closer. Mainland is Hong Kong’s largest trade partner and export market and Hong Kong is Mainland’s third lager-largest trade partner and export market. On transit trade of Hong Kong, 96% are related to Main China. Implementations of the CEPA hence further promotes the economic amalgamation and trade cooperation between Hong Kong and Mainland which fully embodies center government’s careness for Hong Kong Special Administrative Region and the principle of “One country,two policies”. The content of CEPA involves trade in goods, trade in services, trade and investment facilitation which will bring Hong Kong unprecedented business opportunities. On trade in goods, free tariff will make Hong Kong’s products to get into Mainland Chinese market with competitive lower price than other overseas products. On trade in service, 18 areas on which Mainland open to Hong Kong, such as finance, telecommunications, logistics and professional services, are all the advantageous services of Hong Kong. In some part of service industry, like audiovisual, banking, construction, distribution, legal, logistics and transportation services, the preferences the CEPA provides well surpass to concessions made by China upon its accession to World Trade Organization(WTO). But CEPA as agreement between the country and its separate customs territory does not violate the principle of WTO; but it , within a country , permits Hong Kong companies to develop markets 2 to 5 years earlier than the other members of WTO.
