First，wemustregardimprovingand developingtheSO- cialistsystem with Chinesecharacteristicsandpromoting themodernization ofournationalgovernancesystem and governancecapacityastheoverallobjectiveofoureffortsto comprehensivelydeepenreform ．In1992，DengXiaopingpre— dictedthatitwouldtakeChinaanother30yearstoform afu11 setofwell—developedandrelativelyfixedsystems．Onthebasis ofDengXiaoping’Sstrategicthinking，thisplenarysessionhas introducedtheideaofpromotingthem0dernizatiOnofourna— tionalgovernancesystem andgovernancecapacity．Themodern— izationofnationalgovernanceconstitutesaninherentrequire— mentofrireprovinganddevelopingthesocialistsystem with Chinesecharacteristics．beinganessentialpartofoureffortsto achievesocialistmodernization．OurdecisiontoofCUSonthe issueofcomprehensivelydeepeningreform atthisplenaryses— sion--thatis，topromotereform acrossallareasasopposedto promotingreform inasingleareaorseveralareas．——hasbeen madeinlinewithoverallconsiderationsregardingournational governancesystem andgovernancecapacity． A country’Snationalgovernancesystem andgovernanceca— pacityrepresentaconcentratedembodimentofthatcountry’S systemsand itscapacityto enforcethosesystems．China’S nationa1governancesystem canbeunderstoodasafullsetof closelylinkedandcoordinatednationalsystemsthroughwhich thecountryisgovernedundertheleadershipoftheParty．It consistsofinstitutions，mechanisms，laws，andregulationswith regardtoeconomy，politics，culture，society，ecologicalprogress， andPanvbuilding．China’Snationa1governancecapacityrefers toourcapacitytoadministervarioussocialaffairsthroughthe applicationofnationa1systems．Thisincludespromotingreform ． development，andstability，handlingdomesticaffairs，foreign affairs andnationaldefense，andgoverningthePany，thestate， andthearmedforces．A country’Snationalgovernancesystem andgovernancecapacitycomplementoneanothertoofrm anor— ganicwhole．W elsaythisbecauseasoundgovernancesystem iS essentialofrtheimprovementofgove
