Workforce Competitiveness Trust Fund FY’16 Appropriation Questions Answers Updated 11/10/15- All New Questions Answers in Red Eligible Lead Applicants Q: Our organization received a Workforce Training Fund General Program grant this year. Are we eligible to apply for the Workforce Competitiveness Trust Fund grant? A: Your receipt of a Workforce Training Fund General Program grant does not prohibit you from applying for a Workforce Competitiveness Trust Fund grant. Q: Can someone apply for same program that received funding in the past? A: Yes Q: Does the lead need to provide the actual vocational training or can the lead facilitate training through another entity? A: The lead applicant or any member of the partnership may provide training. All partners must sign the MOA defining their roles and responsibilities in the grant. Q: Can a community based organization propose to use funds to develop and implement training with pipeline training funds? A: Community based organizations are eligible to serve as lead applicants. Grant funds may not be used for significant design and development prior to or during the implementation of training. Organizations should be prepared to start implementing their program recruitment and training relatively quickly after receiving a contract. Q: We would like to take the lead on an application. Will it harm our application if we also partner with another organization for an application that they are taking the lead on?
