III In today’s knowledge-based economy, trade in knowledge intensive services plays an increasingly important role. It helps a lot to maintain the rapid economic growth rate and strengthen the competition in the world market if we grasp the technology, increase research investment, strengthen policy support and promote knowledge-based services. Therefore, this article bases on Chinas developments of knowledge-based service sectors in the first decade of 21 century, and combines with the developments of correspondent sectors of several typical countries both developed and developing world. Besides, it uses the evaluation of knowledge-based international competitiveness of trade in services indicator system and combines qualitative and quantitative methods to comprehensive measure Chinas international competitiveness in knowledge-based services trade. Further more, it bases on the modification of Porters diamond model, combined with Chinas national conditions, come to the conclusion of Chinas international competitiveness of trade in knowledge intensive services is comparative weak, though with huge increase space and chances. With in-depth analysis and further research on major factors that infect the competitiveness include the government, market, business environment, competition and other reasons, we come to several countermeasures to promote the situation, including further research and to increase government investment in education, standardizing market operation and upgrade requirements, adjusting the structure, strengthening infrastructure construction and other measures.
