重庆市清洁发展制项目(CDM)潜力研究.pdf
摘 要
近十多年来，全球气候变化问题由于涉及面广、影响深远而备受关注，被列
入全球环境问题之首。然而，清洁发展机制（CDM ）能有效控制温室气体的排放，
减缓全球气候变暖趋势。研究清洁发展机制（CDM ）的内容和现状以及存在的问
题，对于提出相应的激励机制具有重大的理论意义和现实意义。
本文在概括 CDM 的主要内容的基础上，分析研究国际CDM 的现状及发展趋
势的同时，通过对重庆市垃圾填埋场、煤层气 CDM 项目现状调查，进行重庆市垃
圾填埋场、煤层气、集约化养殖场 CDM 潜力资源评价，透彻的分析重庆 CDM 政
策的利用情况、CMD 项目发展情况和潜力，为决策者提供依据和参考，促进重庆
可持续发展的目标。
对比分析，得出重庆 CDM 在开发实施过程中存在的问题；针对这些问题，提
出相应的应对措施，建立合理、有效的激励CDM 发展的机制。

of encourage a mechanism to have graveness of theories meaning and reality meaning.
This text is in generalizing the foundation of CDM main contents, synopsis introduction
the present condition and development trend of domestic and international CDM of in
the meantime, main introduction CDM development present condition in Chongqing;
Contrast analysis, get is heavy to celebrate CDM in the development the implement the
process existence of problem, Aim at these problems, put forward correspond of reply
measure, establishment reasonable, valid of encourage CDM development of
mechanism.
